                              REGULAR MEETING   MINUTES
                             Thursday, March 17, 2011, 7:30 P.M.
                                    MEMORIAL TOWN HALL
                                   52 Lyme Street, Old Lyme, CT     
                           SECOND FLOOR CONFERENCE ROOM

Meeting convened at 7:30 p.m.; those present and voting were the following members:
Dimitri Tolchinski, Chairman, Keith Czarnecki, Vice Chairman, Mervin Roberts (regular member), Aimee Eberly (regular member) and Daniel McFadden (alternate).

Also present: Ron Rose, Sanitarian.

Absent: Luisa Grogan (regular member), George James (regular member), Roger Breuning (regular member), Angus McDonald (alternate)

The Chairman Tolchinski called the meeting to order at 7:30 p.m. He announced Daniel McFadden as a voting member for that meeting.

  • Reading and Approval of the January 20, 2011 Minutes.
The unapproved Minutes were revised and corrected as proposed by Chairman Tolchinski, Members Mervin Roberts, Keith Czarnecki  and Aimee Eberly.

The Motion ”to approve the minutes as corrected” was made by Mervin Roberts and seconded by Keith Czarnecki.
       
The motion passed 5-0-0

2.Chairman report        
    Chairman Tolchinski stated that at the last January 20,2011 WPCA meeting, the         Commission voted to start checking town-owned Church parking lot on Shore Road for the possibility of using it as a leaching field for the properties experiencing problems with inadequate septic systems in the beach area.
Records and maps of the old beach area show that it was originally mostly wetlands, lagoons and marches, with very little of dry land suitable for building houses. At that time, over 100 years ago, owning a summer cottage near the beach was part of the American dream for much of the middle class.
But before any structure could be built, the beach area land needed to be filled in and raised up
The cottages built there were often on small, even tiny lots and did not meet our
present –day health and housing codes. Septic systems were often undersized or even non-existent. Some simply dumped untreated waste into near by tidewater creeks or watersheds. When these poorly performing or truly polluting discharges were used

during only the ten traditional weeks of summer school vacation, their environmental   impact was small enough to be ignored at that time.

Since then, most of these cottages were rebuilt with a good working septic systems, but some still have outdated cesspools and very small septic systems. These properties should be identified as areas of special concern.
However, geological and environmental problems such as high water tables
(less than eighteen inches from the bottom of the leaching field) and porous, sandy and impervious soils cannot be easily changed to suit modern septic system requirements.
The WPCA has a responsibility and an obligation to find and offer affordable solution to the homeowners of the properties in such problem areas.

    
3.Determination of the “AREA OF SPECIAL CONCERN “ in the Town Of Old Lyme
    regarding potential water pollution.
    Chairman Tolchinski stated that he have installed four test wells on the Towns lot at 290 Shore road and Bryan from Jacobson Engineering will do the calculation to determine what that lot can handle as a leaching field. Than we will see if the town will let us to offer this lot to be used for that reason by the designated areas.
There was discussion and no objection to it.

4. Preparing New Regulations.
   After discussion about preparation of New Regulation the motion “ to table it until next meeting when all members will be present“ was    made by Aimee Eberly and seconded by Mervin Roberts.
   
    The motion passed 5-0-0
5. Correspondence from Attorney Ronald F. Ochsner to the Chairman of WPCA.
   Chairman Tolchinski stated that Attorney F. Ochsner performed and billed the WPCA for the services after he was instructed not to perform these services.

   The motion “ to pay Attorney Ronald F. Ochsner bills in full and sever all his service
    to WPCA” was made by Aimee Eberly and seconded by Mervin Roberts.                        
   
    After discussion vote was taken.

The motion passed unanimously.

  • Septic pump out issues.

    Chairman Tolchinski made recommendation to invite the homeowners who have not had pump out their septic tanks for an extended period of time to Water Pollution Control Authority Hearing Panel. There were no objections to do that.

7. Committee Reports: None

The meeting adjourned at 9:25 p.m. on a motion by Mervin Roberts,
Seconded by Dimitri Tolchinski.
